@Elliott: I had the thought that it was supposed to mean, where are the packs of "boiling (hot) water" - but then I figured that it could also mean plain old tap water (10c for 10,000 liters) in packets, marked, "Boiling Water" or water specially made for boiling.... for only $5.99 a liter.
