Yep pick on the little fringes to make big waves...... Until a few start firing back with a bit of sloped armor, and belt fed magazines, and 5000 rounds of mixtures of armor piercing, explosive / incendury and crowds of their friends turn up to surround them, and murder the lot. Then the squads will either back right off or they start coming in with tanks etc., and then the entire population starts firebombing them etc...
