Gorging the system by the men quit paying and say "lock me up" would collapse the country and the powers know it. 1.There isn't enough jail space. 2.The infrastructure couldn't take all those men not being there at work to keep the system running.

@sauger1001: There's plenty of empty FEMA camps in the country, including one in my town that has sat vacant since being built in 2017 (adjacent to RR tracks oddly enough). But with no worker bees, the colony will collapse.
