At the Congress of the Republican Fascist Party on November 14-15 in Castelvecchio, Verona, the Verona Charter was launched, the final draft of which was drawn up by Benito Mussolini. Point 8 of the Verona Charter stated: “The essential objective of foreign policy must be the unity, independence and territorial integrity of the fatherland in the maritime and Alpine limits indicated by nature, by the sacrifice of blood and by history, limits threatened by the enemy with invasion and with promises to the government taking refuge in London. Another essential purpose will be to make vital space indispensable for a people of 45 million inhabitants, located in an area sufficient to feed them. Such a policy will also be adopted for the realization of a European community, with the federation of all nations that accept the following fundamental principles: a) Elimination of the centuries-old British intrigues on our continent. b) Abolition of the internal capitalist system and the fight against the world's plutocracies. c) Valuing, for the benefit of European and indigenous peoples, the natural resources of Africa, with absolute respect for those peoples, especially the Muslims, who, like Egypt, are already civilly and nationally organized.” The most revolutionary points of the Verona Charter were contributed by Nicola Bombacci, but with Mussolini's approval. In 1944, as foreign minister of the Italian Social Republic, Mussolini proposed the creation of the Union of European Socialist Republics to counter the Union of Soviet Socialist Republics.
