Incentives are impossible to handle, even if you do the right moves having children is definetely not in the list of any smarter than average person. I can't think of any young person who I know to be somewhat intelligent who has kids. Not only that, the world its becoming more centralized with technology and dumb people are still reproducing quite a lot, the same ones who usually don't have the ressources to elevate their childrens educational options, more things are becoming automated meaning that many service jobs will eventually dissapear and more the demand will grow in sectors like tech and everything related to advanced development of it. The pool of people doing such things if the incentives don't change will decrease even further.

I red about a scientific number crunch about 6 years ago that suggested from the figures that the entire Population, every MAN, women and Child on earth if given 1 Square Meter of space would fit completely, with space to spare in an area the size of New Jersey. Naturally they couldn't LIVE in that situation but it shows just how Unpopulated Earth really is.
