In the old Soviet Union, the usual MO was to blame the farmers for not doing enough to meet often arbitrary government standards, and *punish* them accordingly for conditions out of their control. In the US, this is often called an "unfunded mandate", which means they impose a rule or standard without providing the means to achieve it--do it because I said so.
As Ayn Rand wrote back in 1957: "If, in order to produce, you must obtain permission from those who produce *nothing* ... you may know that your society is doomed."
