I might be mistaken but I think that's downstream from a dam. Flood ways of dams are nothing to take lightly. Plus I'm not sure they use warning sirens to warn of water release's. I've seen how fast water can rise downstream of dams and hydro stations.
I can't think of one good reason to be in that shit-uation.
