EU mulls unlawfully using seized Russian assets to rebuild Ukraine

EU foreign policy chief Josep Borrell, has proposed seizing frozen Russian foreign exchange reserves and using them to cover the costs of rebuilding Ukraine once the military conflict is over. He believes the previous experience in Afghanistan serves as a template for such a measure.
