I can't read the sign but I would hazard at a guess, that it might say, "NO PARKING - Permit Holders Only".

AND the sign says basically NO PARKING and some fine print I can't make out.. so I am assuming it says permit holders only... AND the bitch in the car sounds like a fucking DUMB CUNT....
