Beat and hang the hospital management, and then go after the ministers - all of them, and kill the lot. Paper trail + failure to speak up and speak out = summary execution on the spot.

@sithsith: Yeah it's a bit of a credibility gap that many of them waited until a few dozen or a few hundred died, BEFORE speaking up...... "Oh boo hoo - I can't take it any more" said they after the 500th person is killed.
