I read parts of it, but it was too much for my eyes. However I found that she is basically hinting towards the same censorship that will eventually be used against their feminist regime once papy gov decides that it needs strong men again—for the use of war.

The way I think papy ‘sees’ men is that we are a resource. One used for work or for war, in times of war papy strengthen his tools, make them deadlier, and in times of peace papy demilitarizes his tools to make them easier to manage.
