"Cheaper to do so."

And therein lies the problem. "They" don't want cheaper solutions; they want expensive, over-regulated, bloated, porous solutions where there's so much government oversight and convoluted paperwork it's easy for a few million to be skimmed off the top and go missing into the pockets of legislators.

De-centralization of the grid will never come from a top-down government solution. It can only come in the form of each individual home owner deciding they want to install their own solar and/or wind to become - at least partially - energy-independent.
