Animals that live in group structures has rules that govern them and rulers over them just like humans do. Even animals that don't often establish territorial boundaries as their property. And they just like us enforce those rules through violence.

1:43:27 TFM is talking about something that seems to be semantics but it isn't. He's talking about the difference between liberty and freedom. Freedom is effectively the ability to act as you please without deliberate consequences imposed as a result whereas liberty is the absence of subjugation that restrict a citizen from exercising his free will, I.e. government force.
The difference is that freedom is more abstract whereas liberty is specific. You can say "freedom from consequences", you cannot say "liberty from consequences". Liberty necessarily implies responsibility and consequences of your own doing whereas freedom does not.
