Russia has not needed to defend their border against Ukraine because a Ukrainian attack inside Russia would play to Putin's advantage at home. The Ukrainians cannot do real damage, so all it would do is rally national sentiment against Ukrainians. That is why all the attacks before this one were by 'Russian separatists', to give them plausible deniability.
