TFM, here is what I did when my window motor took a dump on me and would no longer hold my window up. I went to the used tire lot and found an old tire that was never going to be used again and cut giant chunks of rubber off the tire and used these pieces as shims to shove into the base of the window to keep the window up. Sure definitely don't keep anything valuable in your car and walk away from it but at least this will give a thief pause and most people won't even notice that there is a hack in there.

The safest part of any of the big cities (Guadalajara/CDMX/Tijuana/etc.) is the narco controlled areas. By far. You do NOT fuck around in those places and you can be sure that you will not get fucked with while you're there. As long you abide by the rules the narcos set and don't disrupt their business, you're golden.
