This reminds me of a story I heard of about 25 years ago took place in New York. I don't know if it was Manhattan proper or one of the 5 burrows Brooklyn,Queens, The Bronx etc. Anyway the people on this one street had a huge pothole that they petitioned the city to fix for like over a year city did nothing finally the people on the street got together took up a collection,hired a private contractor to come in and fix the road, he did! when the city found out about it they sued these people. The judge threw it the fuck out of court, I loved that story!
