Being part of Europe – if not geographically, then culturally – has been a centuries-long aspiration for the countries on its periphery, especially Russia and Turkey. They emulated its customs and tastes, tried to borrow its practices, but always fell short and were snubbed by their enlightened European neighbors. Will the war in Ukraine change that?
