Net Taxpayer voting system...
You are getting so close to TFM's Responsibilitism. Only people who pay more in taxes than they take out in benefits can vote for the legislature, only active duty military and reservists can vote for the executive. But I wouldn't object to not letting women vote even if they meet these criteria. They are not the same as men, and they make hilariously inept adults.
