Benito Mussolini wanted to legalize divorce in his 1942 Civil Code

Benito Mussolini wanted to legalize divorce with his 1942 Civil Code. Dino Grandi, who was Minister of Foreign Affairs in the fascist government and also the keeper of the regime’s seals, expressed his satisfaction to journalist Benny Lai when commenting on the outcome of the 1974 divorce referendum. To him, the referendum finally achieved something Mussolini had already desired many years before.
Grandi explained:
“Mussolini demanded that the Holy See — which had reinforced its strict neutrality after Italy entered the war — take the side of the Axis powers. For his part, Hitler, with his well-known stupidity, insisted that Italy break with the Holy See. At that time... it was up to me to draft the new Civil Code. Well, I received peremptory orders from Mussolini to write the articles related to marriage in a way that would oppose Article 34 of the Concordat [of Lateran]... So, I rebelled. I rebelled for tactical reasons, so that, in the end, Mussolini said: ‘Those priests deceived me. Maybe you're right.’”
