White people in more rural areas are like this. They idolize bike gangsters. Old white dudes ride bikes to try to cultivate a tough image. Cops and bike gangs overlap. A lot of these bike gangs are racist. It's another world, a mirror image of what you're describing. So, in short, it's not a uniquely black problem.
