I would've grabbed and held/pinned the punk's arm and called the police to have him arrested for Vandalism of my property.
This punk is demonstrating himself to be also a Future Potential Thief if that person is not home. Therefore another reason for him to be arrested and put on record for the current vandalism of that guy's window for future reference of any other Criminal incidences of that guy's property/apartment that may occur. Moreover, having that idiot arrested would likely deter him of such repeated stupid stunts to that guy's window again for any reason.
Furthermore, for the sake of mention, I had friends that use to Rob people's apartments climbing balcony to balcony in a similar fashion, decades ago. So what that idiotic punk is doing is not new, but understandably it's amusing to the onlooker.
