First off, you have the Pell grants and federal back student loans, you have NSF and NIH research grants that is National Science Foundation and National Institute of Health, I am sure there's other moneys like DARPA, CIA, DIA, NSA (like building Google and Youtube back in the day,) there is also the Department of Education pushing their communusm and antimale feminism er feminine Supremacy, and of course there is DoD funding for research or officer training like ROTC. So much money is lost in administration for hiring useless fags and cat ladies pushing DEI bullshit... That is why. I have not even mentioned the business and alumni donations and contributions.
