damn, why not build somewhere else? and not only that, why a skyscraper of all things? why not build an under ground facility where it's structurally much stronger, they build bunkers underground that allow far more depth and are supposed to last generations longer without as much maintenance.
It's not the jails, it's the people inside of them (on both sides) that's the real problem.
